Why Europe should teach financial literacy with child-safe, privacy-first systems instead of profiling-heavy reward loops.

Europe does not need to choose between modern education and child protection.
That is the wrong trade-off. The real question is simpler: can a child learn online without being treated like a source of behavioural data?
Under the GDPR, children already receive specific protection. The law recognises that they may be less aware of the risks, consequences, and safeguards around personal data, especially when services are offered directly to them. That matters for education technology because many learning products now combine rewards, progress tracking, recommendations, and persuasion mechanics in the same interface.
Financial literacy makes this even more important. If we want children to learn how earning, saving, planning, and delayed gratification work, we should not teach those lessons through manipulative design, hidden profiling, or pressure loops that train compliance more than judgment.
At Penguizz, we believe Europe should aim higher. A child-safe reward system can still be motivating. It can still feel vivid and fun. But it should be closed, understandable, parent-controlled, and deliberately limited in the data it needs.
In practice, that means treating the "star economy" as an educational layer, not a behavioural extraction layer. Stars can help children connect effort to reward, savings to patience, and spending to trade-offs. They should not become a covert system for profiling attention, maximising screen time, or nudging children into habits they do not understand.
A privacy-first education product should be able to answer a child in plain language: what data do we need, why do we need it, and who can see it?
Why children get special protection under GDPR
The GDPR is not only about consent pop-ups. It is built around principles that are especially relevant when a product is used by children.
First, the Regulation says that children merit specific protection, particularly around marketing, profiling, and services offered directly to them. Second, the GDPR requires information to be concise, transparent, and written in clear language, especially when it is addressed to a child. Third, it requires data minimisation and data protection by design and by default.
That changes how an education product should be built.
A privacy-first product should start from a narrow question: what is the minimum data required to deliver the educational function? For a structured literacy product, that might include the content assigned to a child, their quiz progress, role-based family or classroom access, and the settings needed to keep rewards safe and intentional. It should not automatically include broad behavioural histories, hidden engagement scoring, third-party advertising identifiers, public-by-default social features, or complex prediction models about the child's personality.
This is where GDPR becomes a design discipline rather than a legal afterthought. The European Data Protection Board's guidance on Article 25 makes the point clearly: controllers should build privacy into the architecture of the product, the defaults, and the user journey itself. For children's products, the safest version is usually the clearest version.
Financial literacy works best when it is practical
Europe also has a clear educational reason to care about this. The European Commission and OECD-INFE framework for children and youth treats financial competence as more than knowing a few money terms. It includes planning, managing money, understanding value, making trade-offs, recognising risk, and building habits that support long-term wellbeing.
That is exactly why a well-designed reward economy can be useful in education.
Children do not learn money habits only by memorising definitions. They learn them by doing. They learn when they earn something through effort, decide whether to spend or save it, work toward a goal, and feel the cost of choosing one option over another. A closed educational currency can create those moments safely, as long as the rules are visible and the stakes are age-appropriate.
The need is real. In PISA 2022's financial literacy results, the OECD reported that about one in five students across participating OECD countries and economies did not reach baseline proficiency in financial literacy. That does not mean children need more exposure to commercial platforms. It means they need better, calmer, more intentional learning environments in which basic money habits can be practised without exploitation.
The problem with teaching money through surveillance
Not every reward system is educational just because it uses points, coins, or streaks.
Many digital products borrow the language of progress while optimising for something else: more taps, more return visits, more time in app, more spending, or more detailed behavioural prediction. For adults this is already a concern. For children it is worse, because the product may be shaping habits before the child can meaningfully understand the incentives being used against them.
Europe's regulatory direction is moving away from that model. In its guidelines on the protection of minors published on 14 July 2025, the European Commission recommended private-by-default settings, greater control over recommender systems, and the disabling by default of features that drive excessive use, including certain streak mechanics and other persuasive design patterns. The same guidance also warns against commercial practices that exploit children's lack of commercial literacy or push them toward unwanted spending, including certain virtual currencies and loot-box style mechanics.
That is an important signal for education technology teams.
If a product says it is teaching children about money, but the system depends on pressure, opacity, compulsive return loops, or social comparison that the child cannot meaningfully control, then the design is undermining the lesson. A child may learn to chase rewards. That is not the same as learning to make judgments.
This concern also overlaps with broader European thinking on AI and education. Under the EU AI Act, certain AI systems used within educational and vocational institutions to evaluate learning outcomes or steer educational access are treated as high-risk. The point is not that all automation is forbidden. The point is that Europe is becoming less tolerant of opaque systems that make consequential decisions about children.
What a privacy-first star economy looks like
A privacy-first star economy should be closed, legible, and intentionally boring in all the right places.

A privacy-first system should also be able to explain what it does not do.
It should not sell ads against the child's attention. It should not require third-party profiling to decide what reward to show next. It should not expose a child's personal data by default. It should not hide the trade-offs behind dark patterns. And it should not create artificial scarcity or panic around spending.
That is where the educational value becomes credible. The child is not being nudged into a black box. The child is learning inside a set of rules that an adult can inspect and explain.
What children actually learn from a good reward economy
When the system is designed well, a star economy can support real financial habits rather than just temporary excitement.
Earning stars after a reading session connects work to outcome. Saving stars for a bigger reward introduces delayed gratification. Choosing between a smaller reward now and a larger reward later introduces opportunity cost. Watching a balance grow over time makes abstract concepts more concrete. If the system includes a savings mechanic such as a "bank" or vault, it can also open a simple conversation about growth, patience, and why not every reward needs to be immediate.
The best part is that these lessons happen at a child's level.
Children are not being asked to understand credit products or insurance contracts. They are learning the foundations first: value, planning, trade-offs, and self-control. That matches the spirit of the EU/OECD framework, which treats money competence as a set of behaviours and decisions, not just academic knowledge.
Just as important, children can learn these skills without becoming public performers. A privacy-first system does not need to turn every achievement into a social broadcast. It can celebrate progress while still protecting a child's dignity and reducing unnecessary exposure.
What parents and schools should ask before trusting an edtech reward system
Parents and schools do not need to become privacy lawyers to ask better questions. A short checklist is often enough to separate a teaching tool from an engagement machine.
Ask:
- What personal data does the product actually need to work?
- What data is collected only because it is convenient for the company?
- Are accounts private and restricted by default?
- Can the reward rules be explained to a child in plain language?
- Are rewards controlled by the parent or teacher, or by an opaque recommendation system?
- Does the product use pressure mechanics that create compulsive use?
- Can families access, delete, or export their data when they need to?
Those questions fit neatly with the GDPR's transparency and access rights, including the right to know what data is processed, the right to delete it in some circumstances, and the right to data portability where applicable. They also reflect a broader trust standard that schools increasingly expect when choosing digital tools.

Europe should lead with trust
Europe's strongest contribution to education technology may not be a new algorithm. It may be a higher standard for what educational technology is allowed to be.
Children should be able to learn without being profiled like consumers. Parents should be able to understand the rules of the system. Schools should not have to guess whether a "reward loop" is actually an advertising loop in disguise. And financial literacy should be taught as a habit of judgment, not a habit of submission to whatever incentive the screen serves next.
A privacy-first star economy is not about making education less engaging. It is about making engagement answer to education again.
That is a European standard worth building for.
